簡介 Introduction
消費指導師國家職業培訓項目是由人力資源和社會保障部中國就業培訓技術指導中心批准授權，全國婦聯中國婦女發展基金會彩虹關愛消費教育基金支持，中國消費者協會監督和指導，北京東方匯誠人力資源管理中心有限公司負責實施的國家新職業培訓項目。項目於2010年2月獲得批准，在全國範圍實施。
This training program is approved and authorized by Department of Human Resources and Social Security of CETTIC (China Employment Training Technical Instruction Center), supported by the Rainbow Care Consumer Education Fund of China Women Development Foundation of the National Women's Federation, and supervised and conducted by China Consumers Association. It is the new career training program that is implemented by Beijing Orient converge Human Resources Management Center. The program was approved to carry carried out nationwide in February 2010.
First. Significance of the program

Second. Target of the program
Through professional and systematic training, a large number of consumer constructors who have modern scientific consumption outlook, acquire industry knowledge and skills and be familiar with related consumption policy and law are expected. Such consumer instructors with strong consumption-guide and service capacity will help construct a healthy consumption market, promote the mature of consumption market, maintain the prosperity of it and further develop future consumption market. As a result, the aim to guide scientific and rational consumption, stimulate the normative development of consumer-oriented businesses, and safeguard a harmonious environment for consumption will be achieved.
消費指導師是具有現代科學消費理念，熟悉行業知識和技能，熟悉有關消費政策和法律法規，具有較強消費指導能力和專業服務能力的行業中、高端人才。
Third. Career options
Consumer instructors are mid and high-level talents with strong consumption-guide and service capacity. They are the ones who have modern scientific consumption outlook, have acquired industry knowledge and skills and be familiar with related consumption policy and law.

Fourth. Job role

消費指導師國家職業培訓項目先期開展美容消費指導師、保健消費指導師、旅遊消費指導、家居消費指導師、汽車消費指導師5個職業項目。條件成熟後將逐漸擴展項目覆蓋的行業範圍。各項目將以行業歸口的形式，與行業協會和龍頭企業合作進行推動和拓展。
Fifth. Programs in early stages
Five instructors training programmes about consumption on Cosmetology, health, tourism, home furnishing, and automobile will be carried out in the early stages. And other scope of the industry covered by the program shall be expanded gradually in the presence of proper conditions. In the form of centralized industry, each program will cooperate with industry associations and leading enterprises for motivation and expansion.

1、中國就業培訓技術指導中心中國就業培訓技術指導中心簡稱CETTIC，是人力資源和社會保障部直屬，主要負責全國就業、職業培訓的技術指導，以及職業技能鑑定的技術指導和組織實施的單位。
First. CETTIC
China Employment Training Technical Instruction Center, CETTIC for short, is directly under department of human resources and Social Security, responsible for the technical instruction of the national employment and career training, as well as technical guidance and implementation of occupation skill appraisal.
中國婦女發展基金會成立於1988年12月，是經中國人民銀行批准、民政部註冊的全國性非營利性社會公益組織，是獨立的社團法人。為支持消費指導師國家職業項目，中國婦女發展基金會專門設立了“彩虹關愛消費教育基金”。“消費教育基金”是一種創新性的運作模式。宗旨是：以公益提升企業，企業推動公益。“消費教育基金”把企業用工需求、國家職業培訓及公益資金運作相結合，提高了公益資金的使用效率，將有效提高企業員工整體素質，提升企業人才職業技能，樹立企業品牌形象，並為大學生創造就業創業的好機會，營造一個政府、公益、企業三方共贏的和消費教育環境。
Second. Consumer Education Fund of China Women Development Foundation
China Women Development Foundation is an independent legal body that was established in December 1988. It is a national non-profit social welfare organization approved by the PBOC and registered with the Ministry of Civil Affairs. To support the consumer instructor training program, the Chinese Women's Development Foundation set up special "Rainbow Care Consumer Education Fund" which is an innovative mode of operation with the purpose of promoting enterprises with public welfare and vice verse.
"Consumer Education Fund" integrates the employment needs of enterprises, national career training and operation of public welfare fund, which will effectively improve overall quality of staff and occupational skills of talents. Meanwhile, it will help to build brand image for enterprises and create employment and entrepreneurial opportunities for college students, leading to a consumer education environment that is benefiting the government, public welfare and enterprises.
中國消費者協會於1984年12月經國務院批准成立，是對商品和服務進行社會監督的保護消費者合法權益的全國性社會團體。
宗旨：對商品和服務進行社會監督，保護消費者的合法權益，引導廣大消費者合理、科學消費，促進社會主義市場經濟健康發展。
Third. China Consumer Association
In December 1984, the State Council approved the establishment of China Consumer Association. It is a national social organization supervising goods and services and protecting legitimate rights and interests of consumers.
Purpose: to supervise goods and services, protect the legitimate rights and interests and consumers and guide consumers to consume rationally and scientifically, so as to promote the healthy development of socialist market economy.
公眾營養與發展中心隸屬於國家發改委巨觀院，是公眾營養健康領域的權威機構，在行業內具有強大的影響力和號召力。
