弗里德里克·雷恩，美國紐約市立大學巴魯克學院(Banlch College)公共管理系教授，普林斯頓大學伍德羅·威爾遜學院、佛蒙特大學訪問教授。長期從事政治科學、公共管理方面的研究，尤其在戰略規劃與組織發展領域負有盛名。他為非營利組織、大學和政府機構提供管理諮詢。
