PassageTwoThebankingindustryplaysacriticalroleinacountrysfinancialsystemandeco-nomicdevelopment.Ifanycountrywantstobuildahealthyfinancialsystemandasta-ble,balancedeconomicdevelopment,arobustbankingindustrymustbeinplace.Forthisreason,abanksbusinessandoperationshouldbeconsistentwithitsgovernmentsmacro-economicpolicy.Fromagovernmentperspective,ifthereisover-investmentinsomeindustry,orsegment,thegovernmentwillcontrolthisoverheatedindustryorseg-ment.Ifthereareinsufficientinputsinsomeindustryorsegment,andifthisindustryorsegmentisofstrategicimportancetoeitherpeopleslifeoracountrysdevelopment,itwillbeverynaturalforthegovernmenttotrytomobilizemoreresourcesandcapitaltherebypromulgatingmacro-economicpolicy.Thentheregulatingauthoritieswillseektousetheirwindowguidancefunctiontoconfineorboostthebankingindustrysloangrowthtoareasonablelevel.
Sometimes,abanksoverallloangrowthgoalanditsloangrowthaimforaspecificindustryisconsistentwiththoseoftheregulatingauthorities.Itmeansthatthebankhasthesamejudgmentontheoveralleconomicdevelopmentandonaspecificindustrysprospectwiththegovernment.Inpractice,itisshowninthebanksdecisiononlendingbusiness,whethertoincrease,maintain,graduallydecreaseorevenwithdrawtheloandisbursementinsomeindustry.Whilesometimes,itisnotthecase.Becausethegov-ernmentviewseconomyfromanationalperspectiveandtheremustbeimbalancebe-Tweendifferentregionsandclients. Itisakindoftradeoffbetweenlong-terminterestandshort-termreturns,ahealthynationaleconomyandabanksprofitability.Wecan-notdenythattherearestillsomehighqualityclientsinsomeoverheatedindustry.Bankscanstillmakegreatprofitsvialendingtothem.Butforthebankingindustry,theoveralleconomicdevelopmentisthecornerstoneofitscurrentandsustainableprofit-ability.Therefore,foritslendingbusiness,abankmusttakethegovernmentsmacropolicyintoconsideration,balancingwithitsowncurrentloanportfolio,andadjustittobeinlinewiththegovernmentsmacropolicyandmeetthebanksownprofitabilitygoal.
