1982年畢業於中山大學，先後在珠江水利委員會西江局（82-84）、國家環保局華南環境科學研究所（84-98）以及廣東省環境保護局（廳）分別從事流域水資源綜合利用規劃研究、環境科研以及環境管理工作；在水資源開發利用及水環境保護研究、管理方面有較深造詣。負責參與完成了數十項國家、省部及地方科研項目，有十多項成果為國際領先和國際先進水平並獲國家、省部級科技進步獎；先後獲國家、省部級獎及廳局級獎20餘項。在國際、國內發表學術論文近40篇。被國務院表彰為發展我國科學技術事業做出突出貢獻，享受政府特殊津貼；被共青團中央等八部委授予2006年“全國保護母親河行動先進個人” 稱號；2007年被評為首屆“南粵環保之星”。
現是廣東省環境保護廳總工程師、廣東省政協委員、廣東省政協人資環委員會委員、民革廣東省委參政議政工作委員會副主任委員。
Graduated from Sun Yat-Sen University in 1982, Chen worked successively for Xijiang Office of Pearl River Water conservancy Committee(1982-1984), South China Environmental Science Research Institute of the State Environmental Protection Administration(1984-1998), as well as for Guangdong Environmental Protection Bureau to undertake researches on water resources comprehensive utilization, environmental science research and environmental management, through which Chen has gained profound knowledge regarding water resource development and utilization as well as water environment protection and management. Chen has participated in and accomplished scores of research projects of national, provincial and local level, among which, more than 10 items of his research findings have been recognized as internationally leading and internationally advanced findings, for which he has been granted awards for technological advancement by the country and province; moreover, he has consecutively received some 20 awards of national, ministerial and provincial as well as departmental level. Chen has published nearly 40 academic articles at home and abroad and has been recognized by the State Council for his outstanding contribution to China’s science and technology development, for which he enjoys special subsidy granted by the government; In 2006, he was granted the title “Outstanding Individual for Protecting the Mother River of the Country” by eight ministries, bureaus and committees including the Central Committee of the Communist Youth League; and he was awarded the title “Environmental Protection Pioneer of South Guangdong” in 2007.
Chen currently acts as the chief engineer of Environmental Protection Bureau of Guangdong Province, member of the CPPCC Guangdong, member of the Human, Resources and Environment Committee of CPPCC Guangdong, vice chairman of Working Committee for Participation in and Discussion of Political Affairs of Guangdong Provincial Party Committee.
