R&TTE
包括兩個方面，一是RE：RadioEquipment無線產品（比如手機）；二是TTE：
TelecommunicationTerminalEquipment電信終端設備；
R&TTE 分類
根據這兩個方面，R&TTE產品可以分為三類：
（1）單純的RE產品，比如手機、對講機、無線滑鼠、無線鍵盤、車載遙控器等；
（2）單純的TTE產品，比如有繩電話、有線Modem等；
（3）既是RE產品、又是TTE產品，比如無繩電話、無線Modem等
R&TTE的基本要求
根據R&TTE指令（1999/5/EC）Article3，基本要求（EssentialRequirements）如下：
1.Thefollowingessentialrequirementsareapplicabletoallapparatus:（以下要求使用到所有
R&TTE產品）
(a)theprotectionofthehealthandthesafetyoftheuserandanyotherperson,includingthe
objectiveswithrespecttosafetyrequirementscontainedinDirective73/23/EEC,butwithno
voltagelimitapplying;對用戶和其他人的健康（比如手機的SRA要求EN50360）和安全（比
如手機的安規要求EN60950-1）的保護，就設計到73/23/EEC指令，也就是LVD指令，但
沒有電壓極限要求
(b)theprotectionrequirementswithrespecttoelectromagneticcompatibilitycontainedin
Directive89/336/EEC;要適合EMC指令的要求（比如手機，EN301489-7）
2.Inaddition,radioequipmentshallbesoconstructedthatiteffectiveusesthespectrumallocated
toterrestrial/spaceradiocommunicationandorbitalresourcessoastoavoidharmfulinterference;
另外，為了避免對頻譜的有害干擾，無線裝置，設備應當有效使用分配到陸地/空間上的無
線通訊頻譜（比如手機的RF要求EN301511）。
（註：其中沒有電壓極限要求就是說涉及到RF部分的不管電壓有多低，都需要進行LVD
測試）
什麼是RE？
根據R&TTE指令（1999/5/EC）Article2c）定義如下：
‘RadioEquipment’meansaproduct,orrelevantcomponentthereof,capableofcommunication
bymeansoftheemissionand/orreceptionofradiowavesutilizingthespectrumallocatedto
terrestrial/spaceradiocommunication;
“無線產品”是指（1）使用分配到陸地/空間無線通訊頻譜；（2）通過發射並且/或者接收
無線電波來實現通訊的的設備或部件（比如無線模組，屬於無線產品的一部分）。
什麼是TTE？
根據R&TTE指令（1999/5/EC）Article2b）定義如下：
‘TelecommunicationTerminalEquipment’meansaproductenablingcommunicationora
relevantcomponentthereofwhichisintendedtobeconnecteddirectlyorindirectlybyanymeans
whatsoevertointerfacesofpublictelecommunicationsnetworks(thatistosay,
telecommunicationsnetworksusedwhollyorpartlyfortheprovisionofpubliclyavailable
telecommunicationsservices);
“電信終端設備”是指直接或間接連線到公共電信網路（比如PSTN：PublicSwitched
TelephoneNetwork）進行通信的設備或部件。
