由萬勝，男，1963年生，理學博士學位。遼寧師範大學化學化工學院教授(2002－)，碩士生導師(2002－)。東北師範大學兼職教授，博士生導師（2006-）。中科院大連化學物理研究所503組流動工作人員。學習經歷

1987.07 - 至 今 遼寧師範大學化學系工作。講授過無機化學、配位化學、有機化學實驗、高等無機化學、多酸化學等 。 曾擔任:化學系實驗管理室主任、系主任助理、系副主任、化學化工學院副院長和功能材料化學研究所副所長。 1995年評為副教授；2002年評為教授；碩士生導師；2006年被聘為東北師範大學博士生導師。
