2001年1月至2003年3月任中共天水市北道區委辦公室主任、區委助理調研員；

2003年3月任中共清水縣委常委、宣傳部長；

2004年4月至9月在中共天津市河北區委掛職，任區委書記助理；

2005年2月任中共清水縣委常委、組織部長；

2006年1月任中共清水縣委常委、縣政府常務副縣長。
