概要
本作世界觀繼承上一代的《英雄傳說VI“空之軌跡”》，為英雄傳說系列第3期塞姆利亞大陸篇（系列名未定）之第二部作品。
2007年11月14日，也就是《英雄傳說VI“空之軌跡 the 3rd”》PC版本販售的大約半年之後，Falcom於公司財報的補充資料中提及接下來要發表的遊戲作品如下，其中有全新的作品及移植至電視遊樂器平台的舊作，包括：
新作： 英雄傳說VII 伊蘇VII Zwei!!II 移植至其他平台者： 英雄傳說VI“空之軌跡 the 3rd”（移植至PSP） 魔喚精靈（移植至PSP） 憾天之塔Zwei!!至於本作是否已開發、完成度、預定發售日期及相關遊戲情報等，Falcom皆尚未透露。
2009年4月24日，Falcom宣布將在PSP的伊蘇VII預約限定特典中附贈《英雄傳說VII極秘設定畫集》
