“思源·愛心火炬基金”於2008年6月7日成立，是由前人大副委員長成思危倡導的、現人大副委員長陳昌智領導的、中共中央統戰部主管的全國性公募基金會——中華思源工程扶貧基金會下屬的專項基金。雅典奧運會冠軍、蛙泳皇后羅雪娟將北京奧運會中國第一棒火炬捐給了基金會，與成卓、李婧、田亮等人共同發起愛心火炬基金，並出任該基金的終身形象大使。中華思源工程扶貧基金會作為全國十二家具有救災職能的公益組織之一，2008年10月被中共中央、國務院、中央軍委授予“全國抗震救災英雄集體”的稱號，成為獲此殊榮的唯一基金會團體。
羅雪娟與成委員長共同舉起火炬“思源·愛心火炬基金”宗旨是：
授人以漁，即通過募集善款，幫助災區及貧困地區的女性自強自立，並將愛心的火炬不斷地傳遞下去。基金的第一個重點扶貧項目是“愛心玫瑰谷”項目，即通過扶持四川受災地區的女性種植大馬士革玫瑰，給他們一個祖祖輩輩可以賴以生存和發展的產業，使四川受災地區成為世界最大的玫瑰種植和精油提煉中心，並將聯手藝術家和愛心人士打造玫瑰藝術園，形成世界旅遊的新亮點，為十幾萬災民創造工作機會。
“Torch of Love Fund”
Established on June 7, 2008, the “Torch of Love Fund” is a subsidiary charitable fund under China siyuan Poverty Alleviation Foundation, a national public foundation founded by Mr. Cheng Siwei, former Vice Chairman of the National People's Congress Standing Committee and led by Mr. Chen Changzhi, Vice Chairman of the National People's Congress Standing Committee. Luo Xuejuan, the gold medalist of 2004 Olympics and the breaststroke Queen, donated China’s first torch at 2008 Olympics to the Foundation, and together with Cheng Zhuo, Li Jing and Tian Liang initiated the Torch of Love Fund and became its lifelong Ambassador. China Siyuan Poverty Alleviation Foundation is one of the 12 charitable organizations that are licensed to raise public fund to help the disaster-striking areas, and the only One Foundation among the 12 to be granted the award as the “National Heroic Organization” by the State Council in October 2008.
The main purpose of the Fund is to raise donations to help the women in disastrous and poverty stricken areas to be self-sufficient, and to pass the Torch of Love over and over. The Fund’s first project is the “Rose of Love Valley” project. The Fund will try to help the women in Sichuan to grow twenty thousand mu of Damascus roses in the next 5 years which will provide them an industry for survival and development for generations, and build up the earthquake stricken area as the world’s largest center for Damascus rose planting and essential oil extraction, and a new spot for tourists with the help of artists and kind-hearted enterprises. This project will provide jobs for hundreds of thousands of poor people.
