2004年,教育部高等教育司發行了《大學英語課程教學要求》(試行),對大學英語教學提出了新的更高的要求——努力提高大學生的英語實踐能力,將他們培養成適應21世紀的新型的實用型人才。《大學英語課程教學要求》明確地把學生“文化意識”的培養列入到英語教學中,認為在教學中培養學生的文化意識與培養學生的語言意識、語言技能同等重要。語言教學不僅包括語言知識的教學,而且包括文化知識的教學。美國著名人類學家薩丕爾曾指出:“語言不能脫離文化而存在。”(Sapir,1921)我們知道,語言是文化的載體,每個民族都有自己獨特的風俗習慣和文化背景,人們總是根據自己的文化背景及語言習慣用自己固有的方式去理解別人所寫的東西,對於英語專業的學生而言,不熟悉英美國家的社會文化背景知識,就會給跨文化交際造成很大的障礙。但隨著全球化時代的到來和改革開放的深入,我國國際間跨文化合作日益增多,外國人對中國的關注也越來越多,興趣也越來越大。在此背景下,中國英語教學的“費時低效”,中國學生與外國人交流過程中的言不達意,無內容表達等現象,也越來越受到外語界的關注
