In this part of the article, there are many new words and complicated sentences.
The first sentence of the paragraph 9 has a new word—precaution, it means something you do in order to prevent something dangerous or unpleasant from happening.
In the paragraph 11, there is a phrase—nursery schooler. We know “nursery school” means a school for children who are not enough to attend kindergarten. So nursery schooler means a child who goes to a nursery school. The last sentence of this paragraph is understood a little of difficult(It's difficult to...). In this sentence—it is …too much a part of human nature, “it” refers to “cheating”, and “too much” means “so natural”. So I think this sentence means “it is such a significant part of human nature”.
“I wouldn’t be comfortable with an honor code like ours in grammar school or even high school,” said Mr. James R. Socas, chairman of the honor committee at the University of Virginia. Here, “an honor code” and “chairman of the honor committee” refer to the fact that some colleges and universities in the U.S. operate on what is called “the honor system”. This means that students sign a paper affirming that they will not ever cheat while attending that institution and in addition will inform on anyone who does cheat. Usually the regulations say that anyone who Breaks this honor code will be expelled from the institution. Both the US air force and army academies, for one, had a large group of students expelled a number of years ago for failing to report cheating. Mr. Socas id saying that elementary and high school students are too young to take such responsibility but that college and university students must (have to) learn (how)to do (deal with) this. At his institution Mr. Socas is in charge of running the honor system. We can find the expressions from the book. A “grammar school” in America is an elementary school for children aged between 5 and 12 or 14.
In the paragraph 14, “dean of the engineering school at the University of Nebraska”. Here “dean” means someone in a university who is in charge of an area of study, or in charge of students and their behavior. In the paragraph 15, a phrase is “vice - president of academic programs”. Here, it means (is)the same as “vice - president of academic affairs”.
The last sentence of the paragraph 16, “that” refers to “keep them from developing the habit in high school”. Here “ever” is used for strengthening tone(in a ... tone).
