辦理條件
銀行開戶許可證下列存款人可以申請開立基本存款帳戶。
1、企業法人；
2、企業法人內部單獨核算的單位；
3、管理財政預算資金和預算外資金的財政部門；
4、實行財政預算管理的行政、事業單位(財務獨立核算)；
5、社會團體；
6、外地常設機構、個體經營戶、私營企業；
7、法律服務所；
8、國家法律允許的宗教組織
證明檔案
申請基本存款帳戶開戶許可證應出具基本存款帳戶申請表和代碼證正本、複印件以及以下相關的證明檔案：
（1）當地工商行政管理機關核發的《企業法人執照》或《營業執照》正本及複印件；
（2）中央或地方編制委員會批文及複印件；
（3）駐地有權部門對外地常設機構的批文及複印件；
（4）事業單位法人證書或事業單位登記證及其複印件；
（5）社會團體登記證及複印件；
（6）民營非企業單位登記證及複印件；
（7）法律服務執業證書；
（8）宗教活動許可證。
變更手續
（1）存款人如需變更單位名稱、法人等事項，應書面向開戶行提出申請，並提供相應證明檔案（如變更後的《企業法人執照》或《營業執照》正本及複印件、變更後的代碼證正本及複印件、有權部門有關檔案的規定），經開戶行簽署意見後持原開戶許可證正、付本或審核卡到當地人民銀行換髮新證（卡）。
（2）存款人如需撤銷存款帳戶，必須向開戶行交回開戶許可證正本由開戶行於7日內報送人民銀行進行撤銷。
補辦手續
需在省級或者市級以上報紙上刊登遺失聲明廣告。存款人開戶許可證、審核卡因遺失或其他原因需補發的，應由單位出具公函說明原因，並持本單位介紹信、開戶申請表或向開戶銀行借用許可證副本進行補辦。

Instructions for opening account
I. The units, individuals and the banks, credit cooperatives can not open a basic account without this permit.
II.The permit includes the original and duplicate. The original is issued to the applicant; the duplicate is kept in the bank for file.
III.If the depositor removes the basic account, this permit shall be returned.
IV.Permit for Opening Bank Account is compiled by the Bank of China. No forgery, alteration or copy is allowed.
