按照美國憲法，美國政府不能直接控制和管理高校，也不直接負責對大學的認證，高院校的管理權在各地州政府。美國政府對高校質量的把握是通過授權給區域性的、得到廣泛承認的認證機構來進行的。
在全美國，有6個這樣的區域性認證機構，他們是新英格蘭高等院校和中學協會、中部州協會、南部協會、中北部協會、西北部協會和西部協會，其中新英格蘭協會成立最早，為1885年，而西部協會直到1960年才建立起來。
目的
成立協會的主要目的是對會員學進行定期考察認證，目前美國已有3600所大學通過了以上區域性機構的認證。所有這些區域性的認證機構都是平級的，他們只是地域上的區分。而所有經過這些認證機構認證的大學，不論其是否在一個州，其學位和學分都互相承認。
有一類只針對一些特別專業的認證機構是全國性的，這是一些職業傾向很明顯的專業，像舞蹈系、戲劇系等，由於這些專業不像區域性認證機構所認證的那些大學所具有的綜合性，所以通過全國性的認證機構來對它進行認證。專業的認證機構對每所大學提供什麼樣的課程也會進行專業認證，如工程學和健康衛生科學，因為在美國從事這些職業時要先獲得許可證才可以開業。
美國有些大學得到州政府的許可，但並不等於得到了認證。中國學生申請去美國留學，一定要確保你所申請的學校是經過認證的，這一點至關重要，因為中國政府只承認經過認證的美國大學的學位和學分。如說你申請的這所學校不是由區域性的認證機構所認證的，而是有其他的認證機構認證的，那么在這些學校所取得的學分，其他區域則不一定會被接受。美國的認證制度只是為保證其教育質量提供了最基本的標準。認證不是一個上限，不是最高標準，只是一個最低標準。
美國大學的六大區域性認證機構名單
全美共有六大區域總計163個高等教育認證機構，分為東部、東北部、西部、西南部、南部、中北部共六大區域。美國大學認證機構繁多，而且數量幾乎每年都以8~10%的速度遞增。
